Excellency,
I have the honour to refer to the arrangement between the Government of the Netherlands
and the Government of Japan concerning reciprocal waiving of passport visas and visa
fees contained in the Exchange of Notes of May 16, 1956 (hereinafter referred to as
“the Arrangement”), and to propose, on behalf of the Government of the Netherlands,
that, notwithstanding the term “The Netherlands (territory in Europe)” in paragraph
1 of the Arrangement, the Arrangement shall apply to Surinam and the Netherlands Antilles
and that, with regard to Japanese nationals proceeding to Surinam or the Netherlands
Antilles, the term “visa” in the Arrangement shall be regarded as meaning “temporary
residence permit”.
I have further the honour to propose that, if the foregoing proposal is acceptable
to the Government of Japan, this Note and Your Excellency's Note to that effect shall
be regarded as constituting an agreement between the two Governments, which will enter
into force on the date of the receipt by the Government of Japan of the written notification
from the Government of the Netherlands of the completion of the necessary constitutional
procedures for the entry into force of such agreement in the Kingdom of the Netherlands.
