Whereas the Conventions for the Pacific Settlement of International Disputes, establishing
the Permanent Court of Arbitration were concluded on 29 July, 1899 and 18 October, 1907, and the Kingdom of the Netherlands is a Contracting Power to both Conventions,
Whereas the seat of the International Bureau of the Permanent Court of Arbitration
is The Hague, Kingdom of the Netherlands, pursuant to Article 22, paragraph 1, of the Convention of 1899 and Article 43 of the Convention of 1907,
Having regard to the provisions set forth in Article 24 of the 1899 Convention and Article 46, paragraph 4, of the 1907 Convention, establishing, respectively, the diplomatic privileges and immunities of the Members
of the Court and members of Tribunals,
Having regard to exchanges of letters in 1930, 1937 and 1972–1974 between the International
Bureau of the Permanent Court of Arbitration and the Ministry of Finance of the Netherlands
in which provisions were made for exemption from direct tax in respect of salaries
for the Secretary-General and the personnel of the Permanent Court of Arbitration,
including Netherlands citizens,
Whereas the Parties first named above desire to conclude a more comprehensive agreement,
They have therefore agreed as follows:
