c) I have also received statements from the representatives of the Kingdom of Belgium,
the Republic of Bulgaria, Canada, the Czech and Slovak Federal Republic, the Kingdom
of Denmark, the French Republic, the Federal Republic of Germany, the Hellenic Republic,
the Republic of Hungary, the Republic of Iceland, the Italian Republic, the Grand
Duchy of Luxembourg, the Kingdom of the Netherlands, the Kingdom of Norway, the Republic
of Poland, the Portuguese Republic, Romania, the Kingdom of Spain, the Republic of
Turkey, the United Kingdom of Great Britain and Northern Ireland and the United States
of America that, in accordance with the legally-binding statement made by the Union
of Soviet Socialist Republics, all Soviet conventional armaments and equipment in
the categories defined in Article II of the Treaty present, on or after 19 November 1990, on the territories of Estonia, Latvia and
Lithuania shall be treated as subject to all provisions of the Treaty, its associated
documents and the legally-binding commitment entered into by the Union of Soviet Socialist
Republics on 14 June 1991. In particular, conventional armaments and equipment in
the categories limited by the Treaty shall be notified as part of Soviet holdings
and shall count towards the Soviet reduction liability.
