The Governments of Cambodia, Laos, Thailand, and Vietnam (hereinafter referred to
as “the four Governments”), on the one hand, and the Government of the Kingdom of
the Netherlands, on the other hand;
Desiring to perpetuate and consolidate the good relations existing between them;
Giving effect to the intention of the Government of the Kingdom of the Netherlands,
as announced during the Eighteenth Session, 6—19 March 1962, at Tokyo, of the United
Nations Economic Commission for Asia and the Far East, to make a contribution to the
Committee for the Coordination of Investigations of the Lower Mekong Basin, hereinafter
called the Mekong Committee, and in view of the willingness of the Governments of
Cambodia, Laos, Thailand, and Vietnam to accept such a contribution;
Considering it desirable to establish, in joint consultation, some rules governing
co-operation on the aforementioned contribution;
