Verdrag betreffende arbeidsstatistieken

Convention Concerning Labour Statistics

The General Conference of the International Labour Organisation,

Having been convened at Geneva by the Governing Body of the International Labour Office, and having met in its Seventy-first Session on 7 June 1985, and

Having decided upon the adoption of certain proposals with regard to the revision of the Convention concerning Statistics of Wages and Hours of Work, 1938 (No. 63), which is the fifth item on the agenda of the session, and

Considering that these proposals should take the form of an international Convention,

adopts this twenty-fifth day of June of the year one thousand nine hundred and eighty-five the following Convention, which may be cited as the Labour Statistics Convention, 1985:

I. GENERAL PROVISIONS

Article 1

Each Member which ratifies this Convention undertakes that it will regularly collect, compile and publish basic labour statistics, which shall be progressively expanded in accordance with its resources to cover the following subjects:

  • (a) economically active population, employment, where relevant unemployment, and where possible visible underemployment;

  • (b) structure and distribution of the economically active population, for detailed analysis and to serve as benchmark data;

  • (c) average earnings and hours of work (hours actually worked or hours paid for) and, where appropriate, time rates of wages and normal hours of work;

  • (d) wage structure and distribution;

  • (e) labour cost;

  • (f) consumer price indices;

  • (g) household expenditure or, where appropriate, family expenditure and, where possible, household income or, where appropriate, family income;

  • (h) occupational injuries and, as far as possible, occupational diseases; and

  • (i) industrial disputes.

Article 2

In designing or revising the concepts, definitions and methodology used in the collection, compilation and publication of the statistics required under this Convention, Members shall take into consideration the latest standards and guidelines established under the auspices of the International Labour Organisation.

Article 3

In designing or revising the concepts, definitions and methodology used in the collection, compilation and publication of the statistics required under this Convention, the representative organisations of employers and workers, where they exist, shall be consulted with a view to taking into account their needs and to ensuring their co-operation.

Article 4

Nothing in this Convention shall impose an obligation to publish or reveal data which could result in the disclosure in any way of information relating to an individual statistical unit, such as a person, a household, an establishment or an enterprise.

Article 5

Each Member which ratifies this Convention undertakes to communicate to the International Labour Office, as soon as practicable, the published statistics compiled in pursuance of the Convention and information concerning their publication, in particular-

  • (a) the reference information appropriate to the means of dissemination used (titles and reference numbers in the case of printed publications and the equivalent descriptions in the case of data disseminated in other forms); and

  • (b) the most recent dates or periods for which the different types of statistics are available, and the dates of their publication or release.

Article 6

Detailed descriptions of the sources, concepts, definitions and methodology used in collecting and compiling statistics in pursuance of this Convention shall be-

  • (a) produced and updated to reflect significant changes;

  • (b) communicated to the International Labour Office as soon as practicable; and

  • (c) published by the competent national body.

II. BASIC LABOUR STATISTICS

Article 7

Current statistics of the economically active population, employment, where relevant unemployment, and where possible visible underemployment, shall be compiled in such a way as to be representative of the country as a whole.

Article 8

Statistics of the structure and distribution of the economically active population shall be compiled in such a way as to be representative of the country as a whole, for detailed analysis and to serve as benchmark data.

Article 9

  • 1 Current statistics of average earnings and hours of work (hours actually worked or hours paid for) shall be compiled covering all important categories of employees and all important branches of economic activity, and in such a way as to be representative of the country as a whole.

  • 2 Where appropriate, statistics of time rates of wages and normal hours of work shall be compiled covering important occupations or groups of occupations in important branches of economic activity, and in such a way as to be representative of the country as a whole.

Article 10

Statistics of wage structure and distribution shall be compiled covering employees in important branches of economic activity.

Article 11

Statistics of labour cost shall be compiled covering important branches of economic activity. Where possible, these statistics shall be consistent with data on employment and hours of work (hours actually worked or hours paid for) of the same scope.

Article 12

Consumer price indices shall be computed in order to measure variations over time in the prices of items representative of the consumption patterns of significant population groups or of the total population.

Article 13

Statistics of household expenditure or, where appropriate, family expenditure and, where possible, household income or, where appropriate, family income shall be compiled covering all types and sizes of private households or families, and in such a way as to be representative of the country as a whole.

Article 14

  • 1 Statistics of occupational injuries shall be compiled in such a way as to be representative of the country as a whole, covering, where possible, all branches of economic activity.

  • 2 As far as possible, statistics of occupational diseases shall be compiled covering all branches of economic activity, and in such a way as to be representative of the country as a whole.

Article 15

Statistics of industrial disputes shall be compiled in such a way as to be representative of the country as a whole, covering, where possible, all branches of economic activity.

III. ACCEPTANCE OF OBLIGATIONS

Article 16

  • 1 Each Member which ratifies this Convention shall, in pursuance of the general obligations referred to in Part I, accept the obligations of the Convention in respect of one or more of the Articles of Part II.

  • 2 Each Member shall specify in its ratification the Article or Articles of Part II in respect of which it accepts the obligations of this Convention.

  • 3 Each Member which has ratified this Convention may subsequently notify the Director-General of the International Labour Office that it accepts the obligations of the Convention in respect of one or more of the Articles of Part II which were not already specified in its ratification. These notifications shall have the force of ratification as from the date of their communication.

  • 4 Each Member which has ratified this Convention shall state, in its reports on the application of the Convention submitted under article 22 of the Constitution of the International Labour Organisation, the position of its law and practice on the subjects covered by the Articles of Part II in respect of which it has not accepted the obligations of the Convention and the extent to which effect is given or is proposed to be given to the Convention in respect of such subjects.

Article 17

  • 1 A Member may limit initially the scope of the statistics referred to in the Article or Articles of Part II in respect of which it has accepted the obligations of this Convention to specified categories of workers, sectors of the economy, branches of economic activity or geographical areas.

  • 2 Each Member which limits the scope of the statistics in pursuance of paragraph 1 of this Article shall indicate in its first report on the application of the Convention submitted under article 22 of the Constitution of the International Labour Organisation, the Article or Articles of Part II to which the limitation applies, stating the nature of and reasons for such limitation, and shall state in subsequent reports the extent to which it has been possible or it is proposed to extend the scope to other categories of workers, sectors of the economy, branches of economic activity or geographical areas.

  • 3 After consulting the representative organisations of employers and workers concerned, a Member may, by a declaration communicated to the Director-General of the International Labour Office in the month following each anniversary of the coming into force of the Convention, introduce subsequent limitations on the technical scope of the statistics covered by the Article or Articles of Part II in respect of which it has accepted the obligations of the Convention. Such declarations shall take effect one year after the date on which they are registered. Each Member which introduces such limitations shall provide in its reports on the application of the Convention submitted under article 22 of the Constitution of the International Labour Organisation the particulars referred to in paragraph 2 of this Article.

Article 18

This Convention revises the Convention concerning Statistics of Wages and Hours of Work, 1938.

IV. FINAL PROVISIONS

Article 19

The formal ratifications of this Convention shall be communicated to the Director-General of the International Labour Office for registration.

Article 20

  • 1 This Convention shall be binding only upon those Members of the International Labour Organisation whose ratifications have been registered with the Director-General.

  • 2 It shall come into force twelve months after the date on which the ratifications of two Members have been registered with the Director-General.

  • 3 Thereafter, this Convention shall come into force for any Member twelve months after the date on which its ratification has been registered.

Article 21

  • 1 A Member which has ratified this Convention may denounce it, after the expiration of ten years from the date on which the Convention first comes into force, by an act communicated to the Director-General of the International Labour Office for registration. Such denunciation shall not take effect until one year after the date on which it is registered.

  • 2 Each Member which has ratified this Convention and which does not, within the year following the expiration of the period often years mentioned in the preceding paragraph, exercise the right of denunciation provided for in this Article, will be bound for another period often years and, thereafter, may denounce this Convention at the expiration of each period of ten years under the terms provided for in this Article.

  • 3 After consulting the representative organisations of employers and workers concerned, a Member which has ratified this Convention may, after the expiration of five years from the date on which the Convention first comes into force, by a declaration communicated to the Director-General of the International Labour Office, withdraw its acceptance of the obligations of the Convention in respect of one or more of the Articles of Part II, provided that it maintains its acceptance of these obligations in respect of at least one of these Articles. Such withdrawal shall not take effect until one year after the date on which it was registered.

  • 4 Each Member which has ratified this Convention and which does not, within the year following the expiration of the period of five years mentioned in paragraph 3 of this Article, exercise the right of withdrawal provided for in that paragraph, shall be bound by the Articles of Part II in respect of which it has accepted the obligations of the Convention for another period of five years and, thereafter, may withdraw its acceptance of these obligations at the expiration of each period of five years under the terms provided for in this Article.

Article 22

  • 1 The Director-General of the International Labour Office shall notify all Members of the International Labour Organisation of the registration of all ratifications and denunciations communicated to him by the Members of the Organisation.

  • 2 When notifying the Members of the Organisation of the registration of the second ratification communicated to him, the Director-General shall draw the attention of the Members of the Organisation to the date upon which the Convention will come into force.

Article 23

The Director-General of the International Labour Office shall communicate to the Secretary-General of the United Nations for registration in accordance with Article 102 of the Charter of the United Nations full particulars of all ratifications and acts of denunciation registered by him in accordance with the provisions of the preceding Articles.

Article 24

At such times as it may consider necessary the Governing Body of the International Labour Office shall present to the General Conference a report on the working of this Convention and shall examine the desirability of placing on the agenda of the Conference the question of its revision in whole or in part.

Article 25

  • 1 Should the Conference adopt a new Convention revising this Convention in whole or in part, then, unless the new Convention otherwise provides-

    • (a) the ratification by a Member of the new revising Convention shall ipso jure involve the immediate denunciation of this Convention, notwithstanding the provisions of Article 21 above, if and when the new revising Convention shall have come into force;

    • (b) as from the date when the new revising Convention comes into force this Convention shall cease to be open to ratification by the Members.

  • 2 This Convention shall in any case remain in force in its actual form and content for those Members which have ratified it but have not ratified the revising Convention.

Article 26

The English and French versions of the text of this Convention are equally authoritative.

The foregoing is the authentic text of the Convention duly adopted by the General Conference of the International Labour Organisation during its Seventy-first Session which was held at Geneva and declared closed the twenty-seventh day of June 1985.

Verdrag betreffende arbeidsstatistieken

De Algemene Conferentie van de Internationale Arbeidsorganisatie,

Door de Raad van Beheer van het Internationale Arbeidsbureau bijeengeroepen te Genève, en aldaar bijeengekomen op 7 juni 1985 in haar eenenzeventigste Zitting,

Besloten hebbende tot het aannemen van bepaalde voorstellen met betrekking tot de herziening van het Verdrag betreffende de statistieken van lonen en arbeidsduur, 1938 (Nr. 63), welk onderwerp als vijfde punt op de agenda van de Zitting voorkomt,

Overwegende, dat deze voorstellen de vorm van een internationaal verdrag dienen te krijgen,

Neemt heden, de vijfentwintigste juni van het jaar negentienhonderdvijfentachtig het volgende Verdrag aan, dat kan worden aangehaald als het Verdrag betreffende arbeidsstatistieken, 1985:

I. ALGEMENE BEPALINGEN

Artikel 1

Ieder Lid dat dit Verdrag bekrachtigt, verbindt zich ertoe regelmatig basisstatistieken inzake arbeid te verzamelen, samen te stellen en te publiceren, die, overeenkomstig de middelen waarover dit Lid beschikt, geleidelijk dienen te worden uitgebreid tot de volgende onderwerpen:

  • (a) de beroepsbevolking, werkgelegenheid, werkloosheid waar van toepassing en zo mogelijk, zichtbare onderbenutting van arbeidskrachten;

  • (b) de opbouw en de verdeling van de beroepsbevolking, als basis voor een gedetailleerde analyse en als referentiekader;

  • (c) de gemiddelde inkomsten uit arbeid en de arbeidsduur (feitelijk gewerkte uren of betaalde uren) en, waar passend, de tarieven van uurlonen en de normale arbeidsduur;

  • (d) loonopbouw en -verdeling;

  • (e) arbeidskosten;

  • (f) consumptieprijsindexcijfers;

  • (g) uitgaven van huishoudens of, waar passend, uitgaven van gezinnen, en zo mogelijk inkomsten van huishoudens of, waar passend, inkomsten van gezinnen;

  • (h) arbeidsongevallen en, voor zover mogelijk, beroepsziekten; alsmede

  • (i) arbeidsconflicten.

Artikel 2

Bij het uitwerken of herzien van de begrippen, de definities en de methodiek die wordt gehanteerd bij het verzamelen, samenstellen en publiceren van de krachtens dit Verdrag vereiste statistieken, dienen de Leden rekening te houden met de meest recente, onder auspiciën van de Internationale Arbeidsorganisatie vastgestelde normen en richtlijnen.

Artikel 3

Bij het ontwerpen of herzien van de begrippen, de definities en de methodiek gehanteerd bij het verzamelen, samenstellen en publiceren van de krachtens dit Verdrag vereiste statistieken, dienen de representatieve organisaties van werkgevers en werknemers, waar deze bestaan, te worden geraadpleegd, teneinde met hun behoeften rekening te houden en hun medewerking te waarborgen.

Artikel 4

Niets in dit Verdrag verplicht tot het publiceren of bekend maken van gegevens die ertoe zouden kunnen leiden dat op enigerlei wijze informatie openbaar wordt gemaakt met betrekking tot een individuele statistische eenheid, zoals een persoon, een huishouden, een bedrijf of een onderneming.

Artikel 5

Ieder Lid dat dit Verdrag bekrachtigt, verbindt zich ertoe de ingevolge dit Verdrag samengestelde en gepubliceerde statistieken en de informatie met betrekking tot publikatie daarvan, zodra dit doenlijk is, ter kennis te brengen van het Internationale Arbeidsbureau, in het bijzonder voor wat betreft-

  • (a) de gegevens betreffende de aangewende middelen van verspreiding (in geval van gedrukte publikaties: titels en referentienummers en in geval van in een andere vorm verspreide gegevens: gelijkwaardige beschrijvingen) en

  • (b) de meest recente data of tijdvakken waarvoor de verschillende soorten statistieken beschikbaar zijn en de data waarop deze zijn gepubliceerd of vrijgegeven.

Artikel 6

Er dienen gedetailleerde beschrijvingen van de bronnen, begrippen, definities en methoden, die zijn gehanteerd bij het verzamelen en samenstellen van statistieken ingevolge dit Verdrag

  • (a) te worden vervaardigd en geactualiseerd, ter afspiegeling van belangrijke veranderingen;

  • (b) zodra doenlijk ter kennis van het Internationale Arbeidsbureau te worden gebracht; en

  • (c) te worden gepubliceerd door de bevoegde nationale instantie.

II. BASISSTATISTIEKEN INZAKE ARBEID

Artikel 7

Actuele statistieken met betrekking tot de beroepsbevolking, werkgelegenheid, werkloosheid waar van toepassing, en zo mogelijk zichtbare onderbenutting van arbeidskracht, dienen op zodanige wijze te worden samengesteld dat zij representatief zijn voor het land als geheel.

Artikel 8

Statistieken inzake de opbouw en de verdeling van de beroepsbevolking dienen op zodanige wijze te worden samengesteld dat zij representatief zijn voor het land als geheel, dat zij zich lenen voor een gedetailleerde analyse en als referentiekader kunnen dienen.

Artikel 9

  • 1 Er dienen actuele statistieken te worden samengesteld inzake de gemiddelde inkomsten uit arbeid en de arbeidsduur (feitelijk gewerkte uren of betaalde uren) die alle belangrijke categorieën werknemers en alle belangrijke takken van economische bedrijvigheid bestrijken; dit dient op zodanige wijze te geschieden dat zij representatief zijn voor het land als geheel.

  • 2 Waar passend, dienen statistieken te worden samengesteld inzake de tarieven van uurlonen en de normale arbeidsduur in belangrijke beroepen of beroepsgroepen binnen belangrijke takken van economische bedrijvigheid; dit dient op zodanige wijze te geschieden, dat zij representatief zijn voor het land als geheel.

Artikel 10

Er dienen statistieken te worden samengesteld inzake loonopbouw en -verdeling die werknemers in belangrijke takken van economische bedrijvigheid bestrijken.

Artikel 11

Er dienen statistieken te worden samengesteld inzake arbeidskosten in belangrijke takken van economische bedrijvigheid. Waar mogelijk moeten deze statistieken verenigbaar zijn met gegevens betreffende werkgelegenheid en arbeidsduur (feitelijk gewerkte uren of betaalde uren) op hetzelfde gebied.

Artikel 12

Er dienen consumptieprijsindexcijfers te worden berekend teneinde schommelingen in de prijzen van goederen die representatief zijn voor het consumptiepatroon van belangrijke bevolkingsgroepen of van de gehele bevolking in de loop der tijd te meten.

Artikel 13

Er dienen statistieken te worden samengesteld inzake uitgaven van huishoudens of, waar passend, uitgaven van gezinnen en, zo mogelijk, inkomsten van huishoudens of, waar passend, inkomsten van gezinnen, die particuliere huishoudens of gezinnen van alle soorten en omvang bestrijken; dit dient op zodanige wijze te geschieden dat zij representatief zijn voor het land als geheel.

Artikel 14

  • 1 Er dienen statistieken te worden samengesteld van arbeidsongevallen, en wel op zodanige wijze dat zij representatief zijn voor het land als geheel; zij dienen, waar mogelijk, alle takken van economische bedrijvigheid te beslaan.

  • 2 Voor zover mogelijk dienen er statistieken van beroepsziekten te worden opgesteld voor alle takken van economische bedrijvigheid, en wel op zodanige wijze dat zij representatief zijn voor het land als geheel.

Artikel 15

Er dienen statistieken te worden samengesteld van arbeidsconflicten, en wel op zodanige wijze dat zij representatief zijn voor het land als geheel; zij dienen, waar mogelijk, alle takken van economische bedrijvigheid te beslaan.

III. AANVAARDING VAN VERPLICHTINGEN

Artikel 16

  • 1 Ieder Lid dat dit Verdrag bekrachtigt, dient, ingevolge de in Deel I vermelde algemene verplichtingen, de verplichtingen voortvloeiend uit het Verdrag ten aanzien van een of meer artikelen van Deel II te aanvaarden.

  • 2 Ieder Lid dient bij zijn bekrachtiging te vermelden ten aanzien van welk artikel of welke artikelen van Deel II het de uit dit Verdrag voortvloeiende verplichtingen aanvaardt.

  • 3 Ieder Lid dat dit Verdrag heeft bekrachtigd, kan later de Directeur-Generaal van het Internationale Arbeidsbureau mededelen dat het de verplichtingen voortvloeiend uit het Verdrag aanvaardt ten aanzien van een of meer artikelen van Deel II, die het nog niet bij zijn bekrachtiging had vermeld. Deze mededelingen gelden als bekrachtiging met ingang van de datum waarop zij worden gedaan.

  • 4 Ieder Lid dat dit Verdrag heeft bekrachtigd, dient in zijn krachtens artikel 22 van het Statuut van de Internationale Arbeidsorganisatie in te dienen rapporten met betrekking tot de toepassing van het Verdrag uiteen te zetten hoe de stand van zaken is met betrekking tot zijn wetgeving en de praktijk inzake de gebieden die worden bestreken in de artikelen van Deel II ten aanzien waarvan dit Lid de verplichtingen voortvloeiend uit het Verdrag niet heeft aanvaard en aan te geven in hoeverre wat betreft deze gebieden uitvoering wordt gegeven aan het Verdrag, dan wel in hoeverre hiertoe het voornemen bestaat.

Artikel 17

  • 1 Een Lid kan aanvankelijk het gebied bestreken door de statistieken bedoeld in het artikel of de artikelen van Deel II ten aanzien waarvan het de uit dit Verdrag voortvloeiende verplichtingen heeft aanvaard, beperken tot bepaalde categorieën werknemers, bepaalde sectoren van de economie, bepaalde takken van economische bedrijvigheid of bepaalde geografische gebieden.

  • 2 Ieder Lid dat ingevolge het eerste lid van dit artikel het gebied bestreken door de statistieken beperkt, dient in zijn eerste rapport inzake de toepassing van het Verdrag, dat het krachtens artikel 22 van het Statuut van de Internationale Arbeidsorganisatie indient, aan te geven op welk artikel of welke artikelen van Deel II de beperking van toepassing is, onder vermelding van de aard en de redenen van een zodanige beperking, en dit Lid dient in volgende rapporten te vermelden in hoeverre het dat gebied heeft kunnen uitbreiden dan wel voornemens is dat uit te breiden tot andere categorieën van werknemers, sectoren van de economie, takken van economische bedrijvigheid of geografische gebieden.

  • 3 Een Lid kan, na overleg met de representatieve organisaties van de betrokken werkgevers en werknemers, door middel van een verklaring gericht aan de Directeur-Generaal van het Internationale Arbeidsbureau ieder jaar in de maand volgend op de datum waarop het Verdrag in werking is getreden, nadere beperkingen van technische aard aanbrengen ten aanzien van het gebied bestreken door de statistieken waarop het artikel of de artikelen van Deel II ten aanzien waarvan het de verplichtingen voortvloeiend uit het Verdrag heeft aanvaard, betrekking heeft of hebben. Deze verklaringen worden van kracht een jaar na het tijdstip waarop zij worden geregistreerd. Ieder Lid dat zulke beperkingen aanbrengt, dient in zijn krachtens artikel 22 van het Statuut van de Internationale Arbeidsorganisatie in te dienen rapporten inzake de toepassing van het Verdrag, de in het tweede lid van dit artikel bedoelde gegevens te verstrekken.

IV. SLOTBEPALINGEN

Artikel 19

De formele bekrachtigingen van dit Verdrag worden aan de Directeur-Generaal van het Internationale Arbeidsbureau medegedeeld en door hem geregistreerd.

Artikel 20

  • 1 Dit Verdrag is slechts verbindend voor de Leden van de Internationale Arbeidsorganisatie die hun bekrachtiging door de Directeur-Generaal hebben doen registreren.

  • 2 Het treedt in werking twaalf maanden na de datum waarop de bekrachtigingen van twee Leden door de Directeur-Generaal zijn geregistreerd.

  • 3 Vervolgens treedt dit Verdrag voor ieder Lid in werking twaalf maanden na de datum waarop zijn bekrachtiging is geregistreerd.

Artikel 21

  • 1 Ieder Lid dat dit Verdrag heeft bekrachtigd, kan het opzeggen na afloop van een termijn van tien jaar na de datum waarop het Verdrag in werking is getreden, door middel van een aan de Directeur-Generaal van het Internationale Arbeidsbureau gerichte en door deze geregistreerde verklaring. De opzegging wordt eerst van kracht een jaar na de datum waarop zij is geregistreerd.

  • 2 Ieder Lid dat dit Verdrag heeft bekrachtigd en niet binnen een jaar na afloop van de termijn van tien jaar als bedoeld in het vorige lid, gebruik maakt van de bevoegdheid tot opzegging, voorzien in dit artikel, is voor een nieuwe termijn van tien jaar gebonden en kan daarna dit Verdrag opzeggen na afloop van elke termijn van tien jaar op de voorwaarden, voorzien in dit artikel.

  • 3 Elk Lid dat dit Verdrag heeft bekrachtigd kan, na overleg met de representatieve organisaties van de betrokken werkgevers en werknemers, na afloop van een termijn van 5 jaar na de datum waarop het Verdrag in werking is getreden, door middel van een aan de Directeur-Generaal van het Internationale Arbeidsbureau gerichte verklaring, de aanvaarding van de verplichtingen van het Verdrag ten aanzien van een of meer artikelen van Deel II intrekken, op voorwaarde dat het aanvaarding van deze verplichtingen handhaaft ten aanzien van ten minste één van deze artikelen. Deze intrekking wordt eerst van kracht een jaar na de datum, waarop zij is geregistreerd.

  • 4 Elk Lid dat dit Verdrag heeft bekrachtigd en niet binnen een jaar na afloop van de termijn van vijf jaar als bedoeld in het derde lid van dit artikel gebruik maakt van het recht tot intrekken als voorzien in dat lid, is voor een nieuwe termijn van vijf jaar gebonden aan de artikelen van Deel II waarvan het de verplichtingen heeft aanvaard en kan daarna, na afloop van elke termijn van vijf jaar, de aanvaarding van deze verplichtingen intrekken onder de voorwaarden voorzien in dit artikel.

Artikel 22

  • 1 De Directeur-Generaal van het Internationale Arbeidsbureau stelt alle Leden van de Internationale Arbeidsorganisatie in kennis van de registratie van alle bekrachtigingen en opzeggingen die hem door de Leden van de Organisatie zijn medegedeeld.

  • 2 Bij kennisgeving aan de Leden van de Organisatie van de registratie van de tweede hem medegedeelde bekrachtiging, vestigt de Directeur-Generaal de aandacht van de Leden van de Organisatie op de datum waarop dit Verdrag in werking treedt.

Artikel 23

De Directeur-Generaal van het Internationale Arbeidsbureau doet aan de Secretaris-Generaal van de Verenigde Naties mededeling, ter registratie in overeenstemming met het bepaalde in artikel 102 van het Handvest der Verenigde Naties, van de volledige bijzonderheden omtrent alle bekrachtigingen en opzeggingen die hij overeenkomstig de bepalingen van de voorgaande artikelen heeft geregistreerd.

Artikel 24

De Raad van Beheer van het Internationale Arbeidsbureau brengt, telkens wanneer deze dit noodzakelijk acht, aan de Algemene Conferentie verslag uit over de toepassing van dit Verdrag en onderzoekt of het wenselijk is de gehele of gedeeltelijke herziening ervan op de agenda van de Conferentie te plaatsen.

Artikel 25

  • 1 Indien de Conferentie een nieuw verdrag aanneemt, houdende gehele of gedeeltelijke herziening van dit Verdrag, zal, tenzij het nieuwe verdrag anders bepaalt:

    • a) bekrachtiging door een Lid van het nieuwe verdrag, houdende herziening, van rechtswege onmiddellijke opzegging van dit Verdrag ten gevolge hebben, niettegenstaande het bepaalde in artikel 21 hierboven, onder voorbehoud evenwel dat het nieuwe verdrag, houdende herziening, in werking is getreden;

    • b) met ingang van de datum waarop het nieuwe verdrag, houdende herziening, in werking is getreden, dit Verdrag niet langer door de Leden kunnen worden bekrachtigd.

  • 2 Dit Verdrag blijft in elk geval naar vorm en inhoud van kracht voor de Leden die het hebben bekrachtigd en die het nieuwe verdrag houdende herziening, niet hebben bekrachtigd.

Artikel 26

De Engelse en de Franse tekst van dit Verdrag zijn gelijkelijk authentiek.

De voorgaande tekst is de authentieke tekst van het Verdrag naar behoren aangenomen door de Algemene Conferentie van de Internationale Arbeidsconferentie tijdens haar eenenzeventigste zitting, welke werd gehouden te Genève en voor gesloten werd verklaard op de zevenentwintigste juni 1985.
